Alors que le Japon se joint à un pacte politique avec l'Allemagne nazie et l'Italie fasciste, l'amiral Yamamoto Isoroku est nommé commandant suprême de la flotte japonaise. Avec le Japon dirigé inexorablement vers la guerre, Yamamoto, malgré ses réticences, croit que la seule victoire possible réside dans la destruction de la flotte américaine, par surprise, à Pearl Harbor. L'attaque réussit, mais ne parvient pas à couler la flotte de porte-avions américain.
